Many modern Japanese sets have a guaranteed* number of hits per booster box. For High Class Pack sets, there is also the possibility of pulling a "God Pack", a very rare booster pack where the majority cards pulled are hits. Within a set, the types of card rarities that make of a "God Pack" are consistent.
Booster box guaranteed hit rates are specific to Japanese Pokémon TCG. English booster boxes will always be random.
In regards to "God Packs", they are also only currently found within Japanese High Class Pack booster packs, with the exception of English 151. There is a chance of pulling a "Demigod Pack," which will contain a full secret rare evolution line of one of the three starter Pokémon (Bulbasaur, Squirtle, or Charmander).
*While unconfirmed by TPCi, there is a high suggestion of guarantee based on pull rates reported by numerous collectors across sets.
SCARLET & VIOLET:
Guaranteed hit rates in Japanese Scarlet & Violet sets seem to be consistent across all non-High Class sets, with the only difference being the inclusion of an ACE SPEC card in sets after Ancient Roar, when ACE SPEC cards were reintroduced into Pokémon TCG.
The three High Class Pack sets from Scarlet & Violet each have a different composition of guaranteed hits, mostly likely due to the uniqueness of each set.

SWORD & SHIELD:
Guaranteed hit rates for Japanese Sword & Shield booster boxes aren't as well documented as those from Scarlet & Violet. Through online self-reports, there is a enough consistency though to suggest a guarantee across at least a few sets (listed below).
For most other Sword & Shield sets, it's generally assumed that there is a guarantee of at least 1 secret rare per booster box* along with a few V+ cards. However, there are some sets (eg. Blue Sky Stream, Towering Perfection) where people have reported pulling no secret rares, as well as some instances across various sets where people have reported puling more than one secret rare.
*For some Japanese sets, TPCi promoted (via X, formerly known as Twitter) that the booster boxes would have a guaranteed secret rare per box.
