Unlike Japanese booster boxes, modern English Pokémon TCG products, like booster boxes and Elite Trainer Boxes, DO NOT have guaranteed hit rates. It is entirely possible to open a booster box and not pull any hits. On the flip side, however, it’s also possible to pull more hits than you'd be guaranteed in a Japanese booster box.
This is one of the reasons English cards tend to be higher in value than their Japanese counterparts. It's much harder to pull those top cards.
Similar to Japanese booster packs though, it is possible to pull “God Packs”, very rare booster packs where the majority cards pulled are hits. Unique to English sets is also the term "Demigod Packs", where a booster pack has multiple hits in it, but less than the full "God Pack" seen in the set's Japanese counterpart.
